IMPORTANT BUILDING DEPARTMENT NOTICES

NOTICE TO CONTRACTORS
RE: NEW FORMS AND PROCEDURES
EFFECTIVE: FEBRUARY 1, 2021

  • Before submitting any forms, please review and verify that they are current and reflect the 2020 Florida Building Code.
  • The new permit application must be signed by the qualifier, not the agent.
  • All electrical inspection will now take place on Monday, Wednesday, and Friday only.
  • New inspections that came into place with the 2020 Florida Building Code include:
      • Exterior wall coverings and veneers in progress
      • Soffit coverings in progress
      • In progress windows and doors
  • An under-construction elevation certificate is now required and must be received prior to framing inspection.
  • Contractor registration renewal documents must be uploaded to the contractor licensing portal in CityView.
  • Engineer’s letters and Inspection Reports must be submitted in hard copy to the permitting office or emailed to Sheila.Denoncourt@islamorada.fl.us.
  • Permit extensions shall be uploaded directly to the permit through the CityView portal or dropped off to the permitting office.

RE:  CONSTRUCTION SAFEGUARDS
EXCAVATIONS
EFFECTIVE: JANUARY 1, 2021

All excavations shall be required to have, at minimum, an orange blaze fence in place at
any time construction is not actively taking place.
The fencing shall exclude the excavation from:
any existing dwelling,
neighboring property
and public right of way.

Building Permit Inspections Performed During the Closure are Eligible for Reimbursement
 

Islamorada will reimburse contractors and property owners that hired professional engineers, architects or private providers to perform building permit inspections during the period the Building Department was closed as a coronavirus-related precaution. Inspections performed from January 4, 2021 through January 18, 2021 may be reimbursed.

The contractors or property owner must submit copies of the invoice, proof of payment and the engineer letter/inspection report. The requests for reimbursement and required documentation can be submitted through Friday, March 19, 2021. Direct requests for reimbursement and any inquiries to the following Finance Department staff members:

The drop box and lobby pickup box will no longer be available. Plans and other documents will need to be hand-delivered and picked up on the second floor. The payment box curbside in front of the building will remain in place or payments can be made on the third floor. 

Virtual/Zoom and conference calls remain the preferred method of handling business. All customers and residents are encouraged to call or email to take care of business instead of visiting Village offices. In-person meetings may be scheduled with the agreement of all parties involved and with advanced approval of the Department Head. Proper surface cleaning and social distancing will be maintained.

Incomplete Permit Applications and Submittal Packages Will Not Be Accepted 
Please note that incomplete permit applications and submittal packages will not be accepted.  All required information must be listed on the permit application including each section for the Property Owner, Contractor, Agent, and Property Information (including full physical address, mile marker, lot, block, subdivision, circle the appropriate Key, parcel ID number, and alternate key), Permit Type(s) selected, Detailed Description of Work, Value of Work, Square/Linear Footage, if applicable, all applicable signatures and notarization. 

  

BUILDING DEPARTMENT OVERVIEW

Building Department offices are located on the second floor of the Administrative Center and Public Safety Headquarters, 86800 Overseas Highway, Islamorada, Florida, 33036. The Building Department duties are to enforce the local and state codes regarding the construction and maintenance of the buildings and structures in an impartial manner in order to provide for the health, safety and welfare of the residents of Islamorada, Village of Islands. Building Department services include:

  • Intake of Building Permits,
  • Building and Trade Plan Review, 
  • Issuance of Building Permits,
  • Maintain Permit Records as required by State law,
  • Inspections during Construction,
  • Permit Extensions,
  • Issuance of Certificates of Occupancy,
  • Contractor Registrations,
  • Floodplain Management,and providing Flood Protection Resources
  • FEMA Inspections,

The Building Department strives to communicate and educate contractors, developers, citizens, and design professionals on Florida Building Code related issues and procedures in place to preserve the quality of life for our community.

WHEN A PERMIT IS REQUIRED

A Building Permit is required for most types of construction work within the Village.  Please click this link to determine which types of projects do not require a Building Permit. If your project is not listed, a Building Permit is required.

EXPEDITED PERMITTING “WALK-THROUGH WEDNESDAYS”

Certain permits are available for expedited permitting between the hours of 9:00AM - 2:00PM every Wednesday. All applications must be complete and include all required paperwork in order for the permit to be processed and issued. Permits that qualify for “Walk-Thru” will be completed within one to two business days.   Below is a list of the specific permits that qualify for “Walk-Thru” permitting:

  • A/C Unit Replacement
  • Change of Copy of Existing/Approved Signage
  • Driveway (with no ROW)
  • Electrical Service Upgrades/Replacements
  • Fences
  • Hurricane Shutters
  • Minor Interior Renovations of Residential Structures with no structural work
  • Pavers
  • Prefabricated Sheds
  • Railing Replacement
  • Renewal of Expired Permits
  • Re-roofs
  • Screen Room Enclosures
  • Siding Replacement
  • Tiki/Chickee Huts
  • Window and Door Replacement

Construction hours are between 7:30 a.m. until sundown every day of the week.

INSPECTIONS

All inspections are required to be requested through the CityView Portal. The inspection telephone line is no longer available. THE FOLLOWING INFORMATION IS PROVIDED TO ASSIST CUSTOMERS NEW TO THE CITYVIEW PORTAL.

Initial Registration is required. Once Registered and your account is Activated, simply Sign-In to Portal to request your inspection type(s) and date. Instructions for how to register for the portal, request inspections, and more can be found HERE.
 

NOTE:  In accordance with Chapter 713, Florida State Statutes, for improvements in the amount of $2,500 & over, (exception only for repair or replacement of an existing heating or air conditioning system in the amount of $7,500 & over), a Notice of Commencement shall be recorded at the County Clerk’s office. Please ensure a copy of filed Notice of Commencement has been provided to the Building Services Department prior to requesting the first inspection. Failure to provide a Notice of Commencement will result in cancellation of requested inspection.

Inspections submitted after 7:00 a.m. will be performed for the next business day. If an inspection is submitted prior to 7:00 a.m. it will be performed on the same business day. Commercial and residential electrical inspections will only be conducted on Mondays, Wednesdays and Fridays.

CONTRACTOR REGISTRATION

State-certified and registered contractors with valid Monroe County Certificate of Competency that wish to conduct work in Islamorada, Village of Islands must register with the Village by submitting all applicable documentation found on the Contractor Registration Checklist.

When contracting for home repairs or improvements it's important to proceed with caution.  Hiring an unlicensed contractor can result in other consequences including additional damage to your property.  A licensed contractor has the necessary education, skills, and expertise to perform the work, and has also acquired the insurance protections his license requires.  To verify a contractor’s State license or file a complaint against a State licensed contractor, call 1-850-487-1395 or visit www.myfloridalicense.com. You may contact the Monroe County Licensing Coordinator at 305-289-2583 to inquire if a contractor is properly licensed with the County or if you want to obtain a Certificate of Competency with Monroe County.

FORMS OF PAYMENT
Payments are accepted by the Finance Department.

By Mail. Checks and money orders made payable to “Islamorada, Village of Islands” can be mailed to: Finance Department at 86800 Overseas Highway, Islamorada, FL 33036. Please note the building permit number on the memo line of the check.

In person. In-person payments by check, money order, cash, debit card and credit card are accepted from 8 a.m. to 4 p.m. Monday through Friday on the third floor of the Administrative Center and Public Safety Headquarters.

Online. Online payments by check ("ACH"), debit card or credit card may be made through the CityView portal.
