INSPECTIONS AND OTHER INFORMATION DURING CLOSURE FOR CORONAVIRUS PANDEMIC

RE:      Building Department Closure and Remaining Inspections

Note: this update includes information related to inspection, permit issuance, resubmittals, new submittals and payments during the office closure.

Effective 5/18/2020, the Building Department will conduct the following activities:
Village offices continue to be closed to the public.In-person meetings may be conducted at the approval of all staff involved. Requests for such meetings are to be approved by the Department Head and proper accommodations will be made.

INSPECTIONS
Village inspectors will begin performing ALL inspections effective Monday, May 18, 2020, INCLUDING those inside occupied buildings.  Use of third-party inspections will be limited to those requested by the Village inspectors and at the expense of the contractor/owner.

The following guidelines will apply:
When performing inspections in occupied structures each inspector will be instructed to notify owner/contractor prior to arriving to the structure and ask if anyone within the residence is ill or not well. If any individual is ill or not well, the inspection will be cancelled. If all is well and entry is allowed, the inspector and the owner/contractor will wear a protective covering over face, practice the 6 ft social distancing and limit contact with any surfaces. If at any time the inspector does not feel safe within the structure, the inspector will reach out to the owner/contractor to reschedule or provide them with the option for a third party inspection (private provider, architect or engineer). 

Contractors, subcontractors, owners, and inspectors must abide by social distancing requirements and wear required personal protective equipment as stated in the Governor’s Executive Order; or preferably, not be on site. Inspectors will call the number on file prior to arrival so the site can be cleared. If the inspector feels these measures are not being followed, the inspection will be cancelled. 

PERMIT ISSUANCE
Plans that have been approved and paid for but not issued can be issued by mail, pickup at tent in front of building (9 .m. to 3 p.m. Monday through Friday) or electronically. The applicant will be required to notify the building department via email to laurie.postrion@islamorada.fl.us with the method they prefer.

The applicant must have the ability to print, sign, scan and return documents via email to laurie.postrion@islamorada.fl.us to receive their permit electronically.  The applicant must be a registered user on the permit. All permitted documents (permit card/approved plans, etc.) must be printed out by the applicant and available on site for inspection. 

RESUBMITTALS 
Resubmittals for permits can be submitted in the following manner: dropped off to drop box at tent in front of 86800 Overseas Hwy or mailed to the Building Department at 86800 Overseas Highway, Islamorada, FL 33036 between the hours of 9 a.m. to 3 p.m. Monday through Friday. Any documents dropped off will be quarantined for 24 hours prior to processing. An additional 5 days will be required by each department to complete the review process and issue the permit: a total of 15 additional days.

Resubmittals to electronic permits will not be affected by these restricted guidelines.

NEW SUBMITTALS 
Submittals of new projects will be accepted either electronically or in the drop box in front of 86800 Overseas Hwy. Electronic submittals will be processed faster than paper documents as there is no quarantine period and staff does not have to physically pick up the paperwork to process.

Required deposit must be included with new submittals or the permit will not be routed. Incomplete submittals will not be processed. Applicant will be notified via email.

All engineered drawings must contain a third-party certificate authority digital signature that can be validated upon submittal.

PAYMENTS 
There are four (4) payment options: 

  1. Permit payments may be made through the CityView portal using a credit card or e-check:  https://cvportal.us/cityviewportal  Payments made by credit card will be charged a 3.50% surcharge.  A surcharge of $0.75 will be added to e-check payments.   3. Payments may be made telephonically using a credit card by contacting the cashier at 305-664-6439. Payments made by credit card will be charged a 2.75% surcharge.

MAY 14, 2020 UPDATED INFORMATION:
Governor signs Executive Order 2-114 which extends Executive Order 20-52 for 60 days.


Governor signs Executive Order extending permit 6 months.
Governor DeSantis issued Executive Order Number 20-52 on March 9, 2020 declaring a state of emergency because of COVID-19 which allows the Building Official to extend Building Permits and the Planning Director to extend Development Orders.

 All Building Permits and Development Orders active on March 9, 2020 are eligible to receive a 6-month extension. The permit holder is required to submit a 6-month Building Permit Extension Application.

Development Orders:
All Development Orders active on March 9, 2020 are eligible for a 6-month extension.  This includes the following types of approvals:
      • Conditional Use Permits
      • Development Agreements
      • Lot Line Adjustments
