99-03 AN ORDINANCE AMENDING CHAPTER 6.3 OF THE VILLAGE CODE AND AMENDING ORDINANCE 98-09, "CODE ENFORCEMENT HEARINGS," REGARDING THE POWERS OF THE CODE ENFORCEMENT SPECIAL MASTER, THE VILLAGE ATTORNEY, ENFORCEMENT PROCEDURES, WARNING NOTICE, VIOLATION NOTICE, SCHEDULING AND CONDUCTING ENFORCEMENT HEARINGS, CIVIL PENALTIES AND RELATED TERMS, THE RECOVERY OF UNPAID CIVIL PENALTIES, PROVIDING FOR THE USE OF CODE ENFORCEMENT CITATIONS.

99-06 AN ORDINANCE AMENDING SECTION 19-102, "NO OVERNIGHT CAMPING," OF ARTICLE VI, "GENERAL PROVISIONS," OF CHAPTER 19, "MISCELLANEOUS LAND DEVELOPMENT REGULATIONS" OF THE VILLAGE CODE TO PROHIBIT CAMPING WITHIN CERTAIN PUBLIC RIGHTS-OF-WAY AND TO ESTABLISH A PROCESS TO PROHIBIT CAMPING ON DESIGNATED PUBLIC PROPERTY WITHIN THE VILLAGE.

99-08 AN ORDINANCE AMENDING ORDINANCE 99-01, PROVIDING THAT APPEALS FROM FINAL DECISIONS OF THE VILLAGE COUNCIL CONCERNING REQUESTS FOR EXEMPTIONS SHALL BE TO THE FLORIDA LAND AND WATER ADJUDICATORY COMMISSION.

99-09 AN ORDINANCE AMENDING ORDINANCE 99-02, PROVIDING THAT APPEALS FROM FINAL DECISIONS OF THE VILLAGE COUNCIL CONCERNING REQUEST FOR WAIVERS AND VESTED RIGHTS DETERMINATIONS SHALL BE TO THE FLORIDA LAND AND WATER ADJUDICATORY COMMISSION.

99-10 AN ORDINANCE AMENDING ORDINANCE 98-10, PROVIDING FOR THE COLLECTION AND DISPOSAL OF SOLID WASTE; PROVIDING CERTAIN DEFINITIONS.

99-11 AN ORDINANCE RELATING TO THE COLLECTION AND DISPOSAL OF SOLID WASTE IN THE VILLAGE; AUTHORIZING THE IMPOSITION AND COLLECTION OF ANNUAL SOLID WASTE SERVICE ASSESSMENTS AGAINST RESIDENTIAL PROPERTY THROUGHOUT THE VILLAGE; PROVIDING FOR DEFINITIONS; ESTABLISHING THE PROCEDURES FOR IMPOSING SOLID WASTE SERVICE ASSESSMENTS; PROVIDING THAT SOLID WASTE SERVICE ASSESSMENTS CONSTITUTE A LIEN ON ASSESSED PROPERTY UPON ADOPTION OF ASSESSMENT ROLL; PROVIDING THAT THE LIEN FOR A SOLID WASTE SERVICE ASSESSMENT COLLECTED PURSUANT TO SECTIONS 197.3632 AND 197.3635, FLORIDA STATUTES, UPON PERFECTION SHALL ATTACH TO THE PROPERTY ON THE PRIOR JANUARY 1, THE LIEN DATE FOR AD VALOREM TAXES; PROVIDING THAT A PERFECTED LIEN SHALL BE EQUAL IN RANK AND DIGNITY WITH THE LIENS OF ALL STATE, COUNTY, DISTRICT, OR MUNICIPAL TAXES AND ASSESSMENTS AND SUPERIOR IN DIGNITY TO ALL OTHER PRIOR LIENS, MORTGAGES, TITLES, AND CLAIMS; AUTHORIZING THE IMPOSITION OF INTERIM ASSESSMENTS; PROVIDING PROCEDURES FOR COLLECTION OF SOLID WASTE SERVICE ASSESSMENTS.

99-12 AN ORDINANCE PROVIDING FOR DEFINITIONS; REQUIRING THAT NO PERSON MAY HOLD A PUBLIC ASSEMBLY WITHOUT A PERMIT; PROVIDING FOR A PERMIT APPLICATION PROCEDURE AND FEE; PROVIDING FOR THE GRANT OF A PUBLIC ASSEMBLY PERMIT BY THE VILLAGE MANAGER WITH OR WITHOUT CONDITIONS AND PROVIDING CRITERIA THEREFORE; PROVIDING FOR THE DENIAL OF A PUBLIC ASSEMBLY PERMIT BY THE VILLAGE MANAGER AND THE GROUNDS FOR SUCH DENIAL; PROVIDING THAT CONDUCT AT A PUBLIC ASSEMBLY AUTHORIZED BY A PERMIT DOES NOT VIOLATE OTHER VILLAGE ORDINANCE EXCEPTING THOSE THAT REGULATE NOISE AND ALCOHOLIC BEVERAGES FOR WHICH SEPARATE PERMITS MUST BE OBTAINED; PROVIDING FOR THE MODIFICATION OR REVOCATION OF A PUBLIC ASSEMBLY PERMIT AND THE CRITERIA THEREFORE; PROVIDING THAT THE VILLAGE MANAGER'S DECISION CONCERNING A PUBLIC ASSEMBLY PERMIT OR APPLICATION IS THE FINAL ADMINISTRATIVE ACTION OF THE VILLAGE; PROVIDING PENALTIES FOR VIOLATIONS.

99-13 AN ORDINANCE ADOPTING AND CREATING REGULATIONS PERTAINING TO STANDBY FIRE AND EMERGENCY WATCHES.

99-14 AN ORDINANCE RELATING TO AD VALOREM TAXATION; PROVIDING FOR AN ADDITIONAL HOMESTEAD EXEMPTION FOR CERTAIN QUALIFYING SENIOR CITIZENS TO BE APPLIED TO MILLAGE RATES LEVIED BY THE VILLAGE; PROVIDING FOR THE SUBMISSION OF AN ANNUAL APPLICATION AND SUPPORTING DOCUMENTATION TO THE MONROE COUNTY PROPERTY APPRAISER; PROVIDING FOR WAIVER OF EXEMPTION; PROVIDING FOR AN ANNUAL INCREASE IN THE INCOME LIMITATION.
